Undercover Operation In Proctor Park Results In Four Arrests

Utica Police recently conducted an undercover operation in TR Proctor and FT Proctor Parks after receiving several complaints from citizens who saw what they believed to be lewd and lascivious behavior taking place in the area.

As a result, four men were arrested.

80-year old Yefim Ostapuk of Utica, 72-year old Frederick Sanguine of Frankfort, 73-year old Robert Surprenant of Utica and 57-year old David Danielski of Utica are facing charges including public lewdness, forcible touching, exposure, prostitution.and loitering for the purpose of prostitution.
