UPD Charges Man with Alleged Sale and Possession of Heroin

A Central New York man is facing multiple charges after Utica Police say he had heroin with the intent to sell it.

32-Year-old Luis Ruiz was arrested on Wall Street in Utica following an investigation into the alleged sale and distribution of heroin on the 1500 block of Steuben Street.

Ruiz is being charged with:

• felony criminal possession of a controlled substance in the third degree (two counts)
• misdemeanor criminal possession of a controlled substance in the seventh degree
• felony sale of a controlled substance in the third degree
• misdemeanor criminal contempt
