Second Man Arrested for Murder of 11-Year-Old Norwich Girl
Another man has been arrested by State Police in connection with the murder of an 11-year-old girl in Norwich.
James Brower was arrested and charged with 1st degree murder last week after it was discovered he allegedly smothered 11-year-old Jacelyn O'Connor while raping her.
New York State Police have now arrested 34-year-old Tobias Rundstrom-Wooding of Norwich for the young girl's death. Rundstrom-Wooding is also charged with 1st degree Murder, but no other details are being released.
Rundstrom-Wooding was arraigned before Chenango County Court Judge Frank Revoir and remanded to the Chenango County Jail without bail pending further court proceedings. He will appear in court again Monday morning at 11:00 a.m.
