AMSTERDAM, N.Y. (AP) — Authorities say hundreds of thousands of gallons of sewage has spilled into the Mohawk River from a city's wastewater treatment system for the second time this month.

Oneida County Executive Anthony Picente is announcing the launch of Operation Ripple Effect - a program designed to educate residents on how to help reduce sewer overflows into the Mohawk River.
