Utica Man Arrested In Graffiti Incident

A Utica man has been arrested for allegedly spray painting "F*** UPD" on dumpsters outside the Salvation Army in downtown Utica.

21-year old Bryan Withers is charged with criminal tampering.

Utica Police say they were able to identify Withers as a suspect after reviewing surveillance video.

Police say the investigation is ongoing.
