A video, taken by a bystander, of a man being handcuffed at a local restaurant is highlighting the pros and cons of videotaping police work.

One of the challenges, however, is that the video shows parole officers, not police, taking down a man who was allegedly causing a scene at the Denny's in Utica, New York.

Here is the video:

 

Although his officers were not initially involved, Utica Police Chief Mark Williams has responded to the video:

"This incident that occurred at Denny’s Restaurant was initially handled by off-duty New York State Parole employee. I also viewed the viewed yesterday after it was brought to my attention by my Office of Professional Standards claiming that the person making the arrest was a Utica Police officer. It is my understanding that my agency was only involved after this person was placed in custody by this parole officer and they called UPD for a transport."

Several witnesses, including employees of the restaurant, have come forward since the video emerged to say that there was much more to the incident than what is seen on the  video.
