A new commander is about to take charge of the Sidney-based New York State Police Troop C.

James Barnes, who currently is a captain with the Bureau of Criminal Investigation, is being promoted to major and will oversee Troop C.

Barnes has been with the state police since 1992. He grew up in the Endicott area and has spent most of his career with Troop C.

Major Donald Faughnan, who has been troop commander for just over two years, will become a staff inspector for the Internal Affairs Bureau for central New York. He will be based in Syracuse.

Faughnan joined the state police in 1982. He was promoted to major in 2009 when he was assigned to the Forensic Investigation Center in Albany.

Troop C covers seven counties, including Broome, Tioga, Chenango, Cortland, Delaware, Tompkins and Otsego.

The new assignments will take effect on December 17, 2015.
