Governor Andrew Cuomo vows he won't pass a state budget without ethics reforms.

Cuomo outlined his 2015 ethics reform agenda for the 2015 legislative session at the New York University School of Law on Monday.

The governor wants either a ban on outside income and force lawmakers to work full time or full disclosure of outside income.

Cuomo is also demanding stricter limits on expense accounts and use of campaign funds along with passage of a constitutional amendment barring anyone convicted of a felony from collecting a government pension.
