Floyd Man Arrested for Sexually Abusing 7-Year-Old Child

A Floyd man has been arrested for allegedly sexually abusing a child.

According to Oneida County Undersheriff Joseph Lisi, the abuse took place over the course of two years.

The Oneida County Child Advocacy Center and Rome Police have arrested 64-year-old Philip Haggart and charged him with Felony Sexual Abuse.

Authorities say Haggart allegedly abused a seven year old at his home in Floyd starting in 2017.

The victim has been offered counseling through the Child Advocacy Center.
