New York, NY (WIBX) - The American Lung Association is out with its 2013 State of Tobacco Control Report.

While New York got "A's" for having the highest cigarette tax in the nation and for its strong smokefree indoor air laws, it failed in two other categories.

The state again received "F's" for  inadequately funding tobacco control programs and for failing to remove the barriers that prevent New Yorkers from accessing smoking cessation services.
