"Utica: A Comeback Story." That was the theme of Utica Mayor Robert Palmieri's State of the City Address at Mohawk Valley Community College on Wednesday morning.

Palmieri highlighted three specific areas -- Economic Development, Community Partnerships and Financial Recovery.

He says when he took office in 2012, the city's financial outlook was bleak. Palmieri says they developed a three year recovery plan led to back-to-back million dollar surpluses and upgrades from all three credit rating institutions.

The mayor also talked about economic development at Harbor Point, the Landmarc Building and Nano Utica.

Palmeiri says 1,300 jobs have been created in the city since he took office.

The mayor looked ahead as well, announcing that the city will be going green. He says they'll be installing 4,000 solar panels on city buildings this fall, which will save the city $8 million to $13 million dollars over the next 25 years.

And Palmieri says the city will be developing a plan to fix the streets.

He ended his nearly 45-minute speech leading the audience in a U-TI-CA chant.
