Mayor Robert Palmieri and the Harbor Point Local Development Corporation Board of Directors have chosen a company to create a plan for Harbor Point.

Elan Planning, Design and Landscape Architecture, based in Saratoga Springs, will receive $210,000 to create the plan using market and feasibility studies, stakeholder involvement programs and by creating three alternative land use concepts.

Elan Planning will also sub-contract with other companies, including Utica's Shumaker Engineering and The Paige Group.

Palmeiri says, "The City's greatest economic development potential lies in the revitalization of the Harbor and Harbor Point." He also says revitalization is spurred by Utica's name being on a list of possible casino locations that may be built upstate.

The Harbor Point plan should be completed within six months. Money for the project was provided by a grant secured by the City during the first round of Consolidated Funding Applications.

Elan Planning has completed projects in this area before, working with Rome's Mohawk River Trail and on Canastota's Strategic Downtown Enhancement Plan.
