Authorities say 18-year-old Stephen Koban of Riverview Lane, Endwell, and 18-year-old Jacob Broder of Governeurs Lane, Endicott, were charged in connection with Tuesday's incidents.

According to the Broome County Sheriff's Office, Koban and Broder were charged with second-degree menacing and fourth-degree criminal possession of a weapon.

Koban faces an additional charge of second-degree harassment.

Investigators say the first person who was attacked was walking on Oak Hill Avenue when a man who was a passenger in a car pointed a rifle out the window. The pedestrian said she was injured when she was struck multiple times by pellets fired from the rifle.

Later Tuesday evening, a pedestrian walking on Tracy Street was hit by pellets shot from someone in what was believed to be the same vehicle.

Investigators determined the vehicle "had ties to" Union-Endicott High School. An Endicott police school resource officer helped develop information on the car and the driver.

Broder, who is the suspected driver, turned himself in at the sheriff's office on Wednesday.

Investigators say Koban is believed to have fired the shots at pedestrians. He apparently chose the people at random.

The suspects are to appear in Union town court at a future date.
