Governor Andrew Cuomo recently decreed that homeless individuals across the state be placed-in or taken to shelters when temps fall to 32 degrees or below whether they wish to seek safety or not.

His full executive order on the matter can be read here, and mandates all state agencies take action to protect the health and safety of the homeless via the State's 'comprehensive system of more than 77,000 emergency shelter beds for homeless single adults, families, and unaccompanied youth, designed to meet the housing and supportive services needs of these homeless residents'.
