Utica Mayor Robert Palmieri presented his 2015-16 budget proposal to the Board of Estimate and Apportionment on Friday.

The $66.4 million spending plan carries no property tax increase.

Palmieri says the balanced budget is the result of reduced spending, strategic fiscal management, an expanded tax base and teamwork.

It's Palmieri's fourth balanced budget since taking office in 2012.

Ed Bucciero, who chairs the Common Council Finance Committee, says he's very pleased with the budget proposal.

Bucciero says the Council will be holding four public budget meetings before voting on the budget.

The Common Council must pass a budget by March 20th. The budget would take effect on April 1st.
