Can We Do More To Protect Our Infrastructure?

Last week's floods pointed out all of the weaknesses in the infrastructure in the Mohawk Valley, but can more be done to protect it?

Are extensive road closures following storms simply the byproduct of living in a climate that is predictably unpredictable, or are we not doing enough to fortify the infrastructure to prevent calamity in the first place?
